When things calm down IRL for me, and replenish my mental fortitude, I hope go through my work and compile a guide for the community. I don't want to break any of the norms and expectations of the modding community when it comes to this kind of "pack".

but I honestly don't know how to go about making sure all credit is given to the mod authors and get permission from every creator to even do this.

I could zip up my work, sitting around 24 GB of data at the moment, to make it as easy as extracting it to a location, edit my openmw.cfg file to match your file structure, then bam you're ready to start playing. The closer an LO is to that number, the more unstable the game will get. The last thing to note is that the Oblivion LO is limited to 255 plugins, including the Oblivion.esm. Many, many mod-related issues can be resolved by making a few quick adjustments to the load order.

I wish I tried harder and spent more time on keeping track so that I could share with the community my vision of a overhaul and help those who don't have the ambition or time or know-how to overhaul their game. If mods do not seems to be working properly, do not forget to check this. I tried to keep track of links to the OG mods and of exactly what I did along the way so that I could eventually post a guide to ensure all the creators get the credit they rightly deserve. Testing the load order, compatibility with other mods, etc. I've "touched" a majority of the mods in some way to fix little things with meshes or textures. So I've spent months, hundreds of hours, compiling 483 mods (so far) to completely overhaul the game. If you do use Supreme Magicka with MOO, then you need to either turn off the regional specific summons in the Maskar's ini or follow Maskar's instructions for updating Supreme Magicka for compatibility with MOO.
Like Pseron said its all up to personal preference and we cannot tell you which is right for you without knowing what you want to change. So if you are more of a min maxer, you may prefer Kobal's mod but if you are more of a roleplayer who uses self restraint in lieu of balancing mods, then Supreme Magicka may be right for you. LAME is less extensive than Supreme Magicka and Kobal's mod is more aimed at balancing things than roleplaying. Supreme Magicka has an ini just like Maskers and you can adjust its features. My preference is Supreme Magicka since it is the most customizable and has more new spells than LAME (you can actually use both Supreme Magicka and LAME, but I personally don't recommend that). Supreme Magicka, LAME and Kobal's mod (can't remember the name). Regarding spells, there are three main spell overhauls. Maskar is still working on it (a new version just came out a couple of weeks ago) and he is very approachable and receptive to ideas. And, as I say, most of it can be turned on or off or adjusted to suit your taste. These are just a few of the things Maskar's mod adds to Oblivion. You can climb (and many enemies can climb as well). There are treasure maps that will lead you to buried treasure. You can craft your own pressure plates and lay them down for enemies to step on.

You can shear sheep, cut down trees, skin animals for pelts (all of which can be used for crafting a wide variety of objects). They may flee if their health gets low and they may alert their friends when they flee. There are Runeskulls you can use to enchant your gear.
Certain materials do more damage to certain enemies. Thieves may steal some of your items when you sleep (you can chase them down and get your gear back).
I can stand in the same spot without moving and my framerate jumps from 40-8-30-9, but mostly stays low and unplayable. This overhaul although fantastic, just kills my framerates.
The mod adds Notice Boards in towns, where you can pick up jobs. I have an AMD FX-9370 at 4.8ghz, a Radeon 7970ghz at 1.1ghz and 16gb DDR3 ram. Or, conversely, you could join the Imperial Legion and fight bandits, ect. So, for instance, you could join up with bandits and rise to become a bandit chief with your own band of bandit followers. You can join these factions and fight on their side, and as you rise in the faction ranks you can recruit followers. In addition to the usual enemy, armor and weapon additions, it adds warring factions that fight for control over Cyrodiil. ini files allows you to tweak the mod to an amazing degree. There is no "best." But my favorite overhaul is The best part about MOO, in my opinion, is that it is extremely configurable.
